What PMFBY is, and where your claim is processed
Pradhan Mantri Fasal Bima Yojana is the Central–State crop insurance scheme for notified crops and areas. Enrolment and claim calculation run on the National Crop Insurance Portal (pmfby.gov.in / NCIP). From Kharif 2022, DigiClaim calculates claims on the portal and payment is pushed to the farmer’s account through PFMS; when a claim is settled, an SMS with a tracking link is sent. Farmers do not operate DigiClaim themselves — but you should save every SMS, portal acknowledgement and bank credit entry.
Why enrolment or claims get rejected
Applications are quality-checked for insurable interest, land ownership or tenant / sharecropper proof, insured area not exceeding the land parcel, insured crop matching the sown crop, and farmer name matching Aadhaar, among other Operational Guidelines checks (PIB). Incomplete applications are often sent back to the CSC, bank or intermediary for missing documents and may be rejected if papers are not uploaded in time. The Government has stated that rejection of enrolment applications on the portal needs approval of the concerned State Government through NCIP. Claim disputes also arise from yield data / crop-cutting experiment differences, late premium debit by banks, wrong survey numbers, or delay in State share — each needs its own paper trail.

Write in Hindi or English · general guidance, not legal advice
Step 1 — Call 14447 and use Krishi Rakshak Portal
The first grievance channel is the Krishi Rakshak Portal & Helpline (KRPH): toll-free 14447, available 24×7 by phone and on the web, linked to insurance-company databases (PIB). Lodge the grievance with your Aadhaar / portal application number, crop, season (Kharif / Rabi), village / survey number, and a short description (‘enrolment rejected’, ‘claim not received’, ‘amount short’). Note the grievance / ticket number. Also inform the insurance company’s toll-free number printed on your acknowledgement and ask for a written reason for rejection or delay.
Step 2 — Block and district agriculture officers; then DGRC
Operational Guidelines provide designated block and district grievance redressal officers who should respond within 7 days of receiving the grievance. If you are not satisfied, take the matter to the District Grievance Redressal Committee (DGRC) headed by the District Magistrate / Collector. Carry your ticket number, rejection letter / SMS, land record (khatauni / 7-12 / jamabandi), sowing proof, premium debit proof, and photos of the damaged crop if any. Ask for a dated acknowledgement of your complaint to the DGRC.
Step 3 — Appeal to the State committee (SGRC)
If you disagree with the DGRC decision, represent to the State Grievance Redressal Committee (SGRC) within 15 days of the DGRC decision. The SGRC is headed by the Principal Secretary / Secretary of the nodal agriculture department and is to dispose of the grievance within 15 days; its decision is to be accepted by the parties under the scheme framework (PIB / Operational Guidelines). Keep a copy of the DGRC order and your SGRC representation. Parallelly you may still pursue consumer remedies where the dispute is with an insurer as a service provider, but start with the PMFBY grievance ladder because that is where enrolment and DigiClaim data live.
Documents checklist
Keep: PMFBY / NCIP acknowledgement or policy credit; Aadhaar and bank passbook (same account as registered); land record or tenancy / sharecropper certificate; sowing certificate or input bills if relied on; premium debit entry from the bank / CSC; claim intimation / survey / CCE related papers; rejection SMS or letter; KRPH ticket; DGRC / SGRC filings and orders. If the bank delayed sending your proposal, get a written timeline from the bank branch — delayed proposals are a known cause of disputes.
Avoid these mistakes
Do not rely only on a verbal assurance from a middleman. Do not miss the 15-day window to go from DGRC to SGRC. Do not change the registered mobile number without updating the portal — SMS alerts will fail. Do not pay anyone who promises to ‘release’ the claim for a cut; use 14447 and official offices only. Do not discard land and sowing proofs after enrolment — you need them when a claim is questioned.
