Three different things people call ‘police verification’

1) Character certificate / character verification — issued by State police (usually through the SP / Commissioner office or an online citizen portal) for jobs, admissions, licences or contracts. 2) Police Clearance Certificate (PCC) for going abroad — issued by the Passport Office through Passport Seva (or by an Indian Mission if you are abroad) to Indian passport holders applying for residential status, employment, long-term visa or immigration; the Ministry of External Affairs says a PCC is not issued for tourist visas. 3) Tenant, domestic-help and employee verification — requested by a landlord or employer to the local police. Know which one the employer, embassy or landlord wants.

Where to apply online — State police citizen portals

The NCRB’s Digital Police portal (digitalpolice.gov.in) links to State Police Citizen Portals, which provide verification requests for servants / domestic help, employment, passport and senior-citizen registration, among other services. Examples: Uttar Pradesh — UP Police CCTNS citizen portal / UPCOP app (character, tenant, domestic-help and employee verification); Delhi — Delhi Police PCC / verification portal (pcccvr.delhipolice.gov.in); Maharashtra — Police Clearance Services (pcs.mahaonline.gov.in); Rajasthan — Rajasthan Police citizen services / e-Mitra. Procedures, fees and timelines are set by each State and change, so use the official State police website, not agents.

Documents usually asked for

Identity proof (Aadhaar, voter ID, passport, etc.), address proof for the period of residence asked for, recent photograph, purpose letter (job offer, admission or employer request) if required, and sometimes a self-declaration of any criminal case. For tenant verification: the rent agreement, the tenant’s ID and the owner’s details. For a passport PCC: your passport, proof of present address if it has changed, and proof of the purpose (employment contract, visa or sponsorship) as listed on Passport Seva / MEA.

What the police check

The local police station usually verifies your address and identity and checks police records (CCTNS) for FIRs, charge-sheets, convictions or pending warrants. A field visit may be made. The certificate generally reports what is found on record — it does not decide whether you are guilty. If there is an old FIR that was closed, quashed or ended in acquittal, keep certified copies of the closure report or judgment ready so the report reflects the final outcome.

Pending FIR or court case — will the certificate be refused?

Practice varies by State. Often the certificate is issued with a note of the pending case, or verification is kept pending. A pending case does not mean guilt, but employers may consider it. For a passport PCC, a pending criminal case usually shows up in the police report and can delay or affect the outcome; a passport-related refusal can generally be addressed with permission from the court where the case is pending. Practical options: check the case status on eCourts, seek closure where appropriate (for example compounding or quashing, see the related guides), and apply to the court for an order if travel or a PCC is needed.

Tell the truth in job verification forms

In Avtar Singh v. Union of India (2016) the Supreme Court held that a candidate must truthfully disclose convictions, arrests or pending cases that the form asks about. An employer may overlook a trivial case that was honestly disclosed, but can cancel candidature or terminate service for deliberate suppression of serious or multiple cases. Answer only what is asked, but answer it fully; keep copies of what you filled.

Delays and wrong reports

Note the application number and track status online. If it is delayed, contact the police station verification desk or write to the SP / DCP office with the application number. Use the State’s public grievance portal or CPGRAMS (for passport matters) if there is no response. If the report wrongly shows a case that is not yours or has ended, apply in writing with documents for correction. RTI can be used for your own application status, though investigation-related information may be withheld (RTI Act s.8(1)(h)). For a final arbitrary refusal affecting a job, a writ petition under Article 226 is a last-resort remedy.

Avoid touts and fake certificates

Do not pay agents who promise a ‘clean’ certificate or quick clearance; a forged certificate can lead to criminal cases for forgery and using forged documents (BNS ss.336, 340, old IPC 465, 471) and loss of the job or visa. Apply only on official portals and pay only through the portal.

Frequently asked questions

How do I get a police character certificate online?
Apply on your State police citizen portal (linked from digitalpolice.gov.in) — for example UPCOP in Uttar Pradesh, the Delhi Police PCC portal, or Maharashtra’s Police Clearance Services. Upload ID, address proof and photo and track the application.
What is the difference between PCC and character certificate?
A PCC for going abroad is issued by the Passport Office via Passport Seva to passport holders for residence, employment, long-term visa or immigration. A character certificate is issued by State police for jobs, admissions or other local purposes.
Can I get a PCC for a tourist visa?
According to the Ministry of External Affairs, a PCC is not issued for persons going abroad on a tourist visa.
Will a pending FIR stop my police verification?
Often the report mentions the pending case or verification is held. It is not proof of guilt, but employers and passport authorities may consider it. Check case status, keep court papers ready and seek court permission where travel is involved.
Should I disclose an old case in a job verification form?
Yes, if the form asks. The Supreme Court in Avtar Singh (2016) said suppression of facts asked for can lead to cancellation of candidature, while honestly disclosed trivial cases may be condoned.
My verification is delayed — what can I do?
Track it online, contact the police station verification desk, write to the SP / DCP office with your application number, and use the State grievance portal (or CPGRAMS for passport matters) if there is no response.
